Michael is part owner of Financial Decisions and serves as the Chief Executive Officer. Michael started working for the company in 1997 and has held many positions within the company, such as a file clerk, pension administrator, record-keeper and Chief Operations Officer. Prior to becoming the CEO, Michael worked as a police officer for a local law enforcement agency. Michael served in the United States Army Reserves for over 13 years and obtain the rank of Major as a Military Police Officer. Michael holds a MA in Business and Organizational Security Management and BA in History. When Michael is not working you can find him traveling the world with his daughter or catching up on a good Netflix show.
Raquel is the Chief Financial Officer of Financial Decisions. Raquel received her B.S from San Jose State University in Public Relations with a minor in Communication. After college Raquel return to Stockton, CA to be close to family and graciously joined the Financial Decisions team. Over the past 12+ years, Raquel has had the opportunity to work within and lead many of the departments throughout the firm. Raquel considers herself a trail blazer and has a keen eye for change which has allowed her to be very successful throughout her career. When she is not working you can find her hiking, biking, and exploring the natural wonders of the world.
Kevin Mahoney is part owner of Financial Decisions and serves as the Business Development Officer. His duties consist of new client development, client relationship management, and developing strategies to create successful retirement programs for plan sponsors clients of Financial Decisions. Kevin started his career with Financial Decisions in 1993. Over the last 25 years, Kevin has worked in plan administration, sales, management and consulting. Kevin knows and understands the complexities of plan design and merging with client needs.
Kevin has seven designations and has been a member of ASPPA since 1997 and has participated on several committees and advisory boards. Kevin received his bachelor’s degree in Business Management from CSU Stanislaus in 1996. Kevin is an avid motorsports fan and spends his free time traveling and barbequing awesome tri-tip. Kevin and his wife Lori also enjoy hosting parties for family and friends and are involved in several local charities.
Tolen is part owner of Financial Decisions and serves as the Chief Investment Officer and Chief Compliance Officer. In his current role, Tolen is responsible for overseeing the investment portfolios for individual and institutional clients and specializes in retirement planning, estate planning, and tax minimization strategies. In addition to these areas of expertise, he also oversees the firm’s compliance mandates.
Prior to Financial Decisions, Tolen maintained a private financial planning practice and subsequently worked in the financial planning department of a large, national independent broker/dealer with the primary focus of supporting its advisors with complex case design involving retirement and estate planning strategies.
During his 6.5 year tenure with the broker/dealer, Tolen was the lead speaker for the financial planning department and presented sessions at all of their conferences and advisor training sessions across the country totaling more than 60 sessions.
In his spare time, Tolen enjoys playing the bass trombone as well as pursuing his interest in photography. With its quaint atmosphere and easy access to Yosemite and the Wine Country, Tolen, his wife Sally, and their three sons find Stockton a perfect place to call home.
Ken is the Quality Assurance Officer for Financial Decisions. Drawing from his 40+ year career experience, Ken’s mission is to bring synergy and efficiencies to the company’s day to day operations with a focus on a strong internal control environment. Ken graduated with honors from Gonzaga University, earning a business degree with a major in accounting. After earning his CPA certificate and practicing with an international public accounting firm, he took a position in the banking industry as a senior vice-president of finance. Ken joined Financial Decisions in 1995 where his experience has included welfare benefits, financial planning, investment management, insurance services and ERISA 3(38) fiduciary oversight. Ken is an Accredited Investment Fiduciary Analyst, and holds Series 6, 7, 63 and 65 securities designations in addition to a California Life, Health and Variable Annuity license. In his free time Ken enjoys traveling with his spouse, spoiling their grandson, raising a puppy and cooking.
Desiree Burgess is the Relationship Manager for Financial Decisions. Desiree has worked in the financial services industry for the past 10 years as an insurance agent and for large banking corporations. Her favorite aspect of her job is the ability to be in-front of the client. "I get to know their families, personal things about their life. We are all just people and we all want the same thing, a connection."
Desiree is skilled in retirement administration, fiduciary standards, and fixed investment products. Her designations include QKA, AIF, life and health licensed, and notary of the public. Desiree keeps herself busy with 5 kids at home and says there’s never a dull moment at her house. She believes her busy schedule is the key to keeping her life organized.
Chris is an Associate Advisor with Financial Decisions. He is a registered Investment Advisor Representative (IAR) with FINRA and provides individuals with investment advice. Chris’ role with the company is split between working with the investments and individual clients; as well as client relations. Prior to becoming an Advisor, Chris spent 5 years as a Senior Accountant for a local CPA firm. He also spent time working as a Compliance Officer for a Regional Bank. Chris holds a Bachelor of Science degree in Business Administration with a concentration in Accounting from California State University, Sacramento. In his free time you can often find Chris at the gym or exploring a new winery with his wife, Bianca.
Carly is the Conversion Coordinator for Financial Decisions. As the Conversion Coordinator, Carly is responsible for the on-boarding of all new retirement plan clients. Prior to becoming the Conversion Coordinator Carly worked as a Client Servicing Representative with the company for four years. Carly went to school in Los Angeles, CA where she attended the Fashion Institute of Design and Merchandise. (FIDM) While at FIDM she earned her Associates of Arts Degree in Visual Communications, which landed her a job in Special Events following graduation. After working in Special Events for over three years, Carly decided to move in a different direction and has been with Financial Decisions ever since. In her spare time you can find Carly spending time with her husband and furry kids (dogs) or catching a SF Giants baseball game in the city.
